At WEO, we are taking an innovative approach to this problem by building databases on electricity access and the proportion of people still using traditional fuels for cooking – this allows us to regularly update the scenarios presented there and to present an in-depth global time series on electrification rates and cooking access, while at the same time highlighting where progress needs to be accelerated in future gains.
Promoting renewable power generation and energy efficiency measures such as solar home systems, lanterns and water and irrigation pumps is also key to helping combat indoor air pollution, which kills over two million people annually from pneumonia and chronic lung disease – as well as enable productive economic activity.
State leaders can access various federal funds to support clean energy initiatives in their states. This resource identifies flexible funding streams to aid these policies and maximize the returns from federal investments in renewable energy.
Security
Reliable and affordable energy supplies enable modern economies to function, providing people with jobs and opportunities for growth. Energy also supports healthcare, education, communication and transportation – with direct effects on poverty levels, social inclusion or exclusion and household budgets and investments as well as industrial production and competitiveness.
Energy policies can be designed to promote various security measures, including diversifying energy sources and suppliers while decreasing dependency on fossil fuels. They may also provide protection from natural disasters or supply disruptions caused by conflicts or terrorist attacks on pipelines.
Integrating renewables into energy systems increases supply security by making it possible to decrease import dependence, strengthen resilience against climate change, and weather economic shocks. They also play a role in economic security by shaping competition in the energy market, stabilizing prices of energy carriers and fuels, and supporting innovation.
Sustainability
Sustainable environmental practices are of critical concern to governments. Economic development cannot come at the cost of environmental degradation and climate change, which threaten living standards, heighten health risks, increase food costs and decrease resilience against future shocks.
Government actions to promote environmental sustainability include setting green taxes on harmful activities and providing subsidies or rebates for energy efficient appliances, electric vehicles and sustainable agriculture. They can also support education, research and development programs as well as encourage companies to adopt environmentally-friendly policies.
Although national governments must lead the charge in combatting climate change and supporting greener economies, state and city governments are also taking the initiative in taking bold climate action. They have implemented policies that expand renewable energy, protect natural ecosystems, and advance regenerative agriculture – with the Department of State being an especially notable leader with its Greening Diplomacy initiative.
Environmental Impact

As part of global climate action, renewables must play an integral role. Yet their development may still cause environmental harm; wind and solar projects can affect land-use decisions, disturb wildlife populations and wildlands or create noise pollution; so managing their effects properly is key to ensure they’re successful.
Transitioning to clean energy is one of the most complex and consequential undertakings of our time, demanding both short-term and long-term strategies that balance affordability, reliability and economic competitiveness with equity, environmental protection and national security goals. A comprehensive energy policy should be put in place, and be flexible enough to respond swiftly and decisively if unforeseen situations arise.
