Public-purpose organisations need strong digital governance structures in place, to avoid risks such as cyber attacks and data breaches while also encouraging innovation. A solid governance framework will mitigate such threats while simultaneously encouraging creativity.
Transparency
People increasingly expect transparency from organizations they engage with, including public sector agencies. People tend to trust and support organisations that communicate openly regarding data usage, ethical AI standards and other governance structures.
Digital transparency ensures that technology and information is used for public good. AI/ML algorithms increasingly being deployed in areas like funding, healthcare, policing and more must include clear accountability standards to address potential bias or opaque decision-making practices.

Boards must take ultimate responsibility for this area and implement systems and policies to mitigate digital risks; additionally they should shape strategic directions around how technology and data can improve service delivery to citizens and enhance results for service users.
This study investigates the influence of government digital transformation on urban innovation by using panel data from 280 prefecture-level cities with various development levels and applying a difference-in-differences model. Our core findings show that digital governance significantly increases urban innovation and its benefits can spread to neighboring cities through spillover.
This research uses a spatial Durbin model with bidirectional fixed effects to account for any confounding influence from Beijing, Shanghai, and Chongqing on urban innovation. Estimated parameters remain significant after excluding them from the regression model. Furthermore, results demonstrate how digital governance fosters urban innovation by cultivating innovation entities and improving environments conducive to innovations; its effect can even extend into neighboring cities’ economic performance.
