Energy policies provide guidance for a country’s energy future, by encouraging renewables, improving efficiency, lowering emissions and providing access to affordable, reliable energy for all.
Solutions exist for growing demand, price volatility and supply disruption due to climate change. They also address energy security by building backup systems and decreasing imports.
Electrification
Electrification refers to the process of switching from technologies that rely on fossil fuels for power to those powered by electricity instead. Ideally, this electricity should be renewable and low in carbon emissions – electrification being one of the key levers available to us for cutting carbon emissions and protecting ourselves against volatile fuel prices.
Electric Vehicle (EV) adoption has grown substantially, as light-duty EVs and plug-in hybrid electric vehicles (PHEVs) reduce emissions in transportation sectors. Commercial buildings are also switching over to electric heating, cooling and appliances like heat pumps and induction cooktops; public transit systems and airports have begun using more electric buses, trains and planes in their operations.

State and local governments can implement energy efficiency policies through taxes, rebates, utility incentives or voluntary programs.
Utilities can realize significant cost-cutting advantages through investing in energy efficiency by forgoing new capacity construction and meeting renewable energy mandates more cost effectively. Unfortunately, traditional utility business models that rely on cost-of-service plus models as profit margins create disincentives to energy efficiency investments; Governors may wish to urge state regulators to support rate realignment strategies or alternative cost recovery structures that mitigate such disincentives.
States often finance energy efficiency investments through a shared-savings mechanism that enables utilities to keep some of the savings they realize and apply it toward meeting cost of service obligations. Governors can support this financing model by encouraging legislation or creating programs with public benefits funds, green banks, property assessment or other forms of funding mechanisms.
Renewable energy
Governments at all levels are increasingly adopting policies to support renewable energy and other low-carbon technologies, including carbon pricing and investment in research and development or infrastructure. Some policies, like carbon pricing, take immediate effect while others involve long-term strategies like investing in research and development or infrastructure investments.
These investments can reduce fossil fuel dependence, mitigate environmental impacts, and lessen the need for new energy supplies while stimulating economic growth by decreasing costs associated with producing electricity and transporting goods and services.
Energy policy may aim to expand access to reliable supplies of energy for developing nations that lack them, via domestic, multilateral or bilateral investments in energy infrastructure. Energy efficiency policies may also contribute to this goal by improving energy use efficiency within industrial processes and buildings as well as transportation systems – reducing consumption through measures such as insulation upgrades or improving insulation materials – or reduce pollution through mechanisms like cap and trade systems or pollution controls.
Energy security
Energy security can be compromised by various issues, including climate change, biodiversity loss and pollution from fossil fuel mining, drilling and combustion operations. Many energy policies aim to address such impacts.
Countries develop and implement various energy policies tailored to their national interests, including decarbonization, system reliability, resource diversification, technology export potential and economic costs or electricity access. Furthermore, international agreements establish specific goals, such as the Paris Agreement regarding decarbonization or Sustainable Development Goals which emphasize providing affordable clean energy access.
Strategic or auxiliary reserves of oil and gas, or public stocks of energy commodities, can help minimize the effects of unexpected supply disruptions. Other emergency preparedness strategies, like demand restraint and fuel rationing can play smaller yet significant roles in maintaining energy security. Local energy systems like community solar and wind farms further strengthen security by decreasing our dependence on external energy sources.
